If a business has been running less than 12 months at time of a sponsorship or nomination application, the department would request a business plan including an auditable staff training plan (Subclass 457 and 186, not subclass 187). The majority of potential business sponsors have concerned about their size of business and wanted to have the exact financial threshold in terms of revenue and income after tax. 

 However, there's no specific indication in the Migration Act and Migration Regulations, even the department's internal policy (PAM). Therefore, we need to rely on a provision in Reg.2.59 Criteria for an approval of a standard business sponsor. The main criteria for a business sponsor is "lawful operation of a business".  To meet this criteria, the sponsor must demonstrate that their business is not getting involved in unacceptable businesses in Australia, hiring people in accordance with Fair Work 2009, and running their business legitimately.

Business Activity Statements, Financial reports, lease agreement, ABN lookup, an accountant supporting letter, an organizational chart, payslips, website, facebook, and pictures of premises can be the evidence ​to reflect the business has been operated properly. If the business is less than 12 months, a business plan would be an essential part of the submission to meet Reg. 2.59 of migration regulation.
